For Polity (UPSC), is it mandatory to study the NCERT books first or just start over with Laxmikanth?

There is no such thing as mandatory . But I think if you read NCERT books -It will be very helpful to you.

Few reasons-

  1. These books are written for School Kids(VI-XII)
  2. Language is very simple and easy to understand
  3. Questions come directly from NCERT Books

Specifically, Laxmikant is the best book for UPSC Prelim as far as polity is concerned. You can rely completely on Laxmikant but Please don’t ignore NCERT. It will hardly take one day to finish the polity books of NCERT.

Is there any need to read NCERT for Polity? If yes, then which one?

Yes. NCERT 11 & 12. Political Theory helps in writing ethics question. Constitution at Work is line by line important for prelims. And the international polity one is important for mains

Everyone would suggest you for Laxmikanth. Because everybody does that. But everybody forgets the fact that UPSC picks up straightforward lines from Geography and Polity NCERT as prelims questions which nowhere in Laxmikanth has been explained. Laxmikanth is more suited for 2011-2014 preparation. Modern day preparation requires you to understand why those clauses are there. NCERT are best to explain basics.

For one, I bet no one can show me the line in Laxmikanth which talks about the “Guardian of the Constitution”. Everyone would interpret this at own terms. But its given in NCERT as straightforward line in the book.

Should I skip NCERT polity books and start reading M. Laxmikant?

Nowadays, students are looking for shortcuts, they just want to reach the top level directly but a successful and hardworking student starts from the beginning and climbs to the top by focusing on his every step. So, if you want to understand the Indian polity well then kindly read the Polity NCERT books first and then put your hand on M. Laxmikanth Polity book.
